Fee Rates for Voluntary Qualified Importer and Third-Party Certification Programs

The FDA Food Safety Modernization Act (FSMA) approved fees that would give the Food and Drug Administration (FDA) funds for necessary resources to aid in the implementation of specific food safety activities. User fees for both the Third-Party Certification Program and the Voluntary Qualified Importer Program (VQIP) were published in a constituent update at the end of July 2019. The VQIP fee is effective August 1, 2019, through December 31, 2019, and the third-party certification program user fee is effective October 1, 2019, through September 30, 2020.

The VQIP is a fee-based, voluntary program that assists importers with faster review and import entry of both human and animal foods into the United States. Importers that wish to participate must meet eligibility criteria and pay user fees. Interested importers can set up an account and apply on the FDA Industry Systems site. A “Submission of VQIP Application User Guide” can found on the FDA website.

Another voluntary program, the Third-Party Certification Program (https://www.fda.gov/food/importing-food-products-united-states/accredited-third-party-certification-program), allows the FDA to recognize “accreditation bodies” that will have the capability to accredit third-party “certification bodies.” These certification bodies will have the authority to perform food safety audits and issue certifications of foreign food facilities that import into the United States.
